Basically, because AK doesn't mind coming off the bench and Matthews is a good outside shooter.
Coach Sloan also mentioned that he likes giving Matthews time with the veterans.

when he’s SA’s second best player and (in his prime) the 2nd best shooting guard in the league?

Those are fouls that are inexcusable for Millsap.
Gets him into foul trouble and gives the Spurs 2 free throws when they are 30 feet away from the basket and not going to score.

We are playing right into the Spurs' hands for one. Settling for jumpers. And making ticky tack, stupid fouls.

You can't just look at the boxscore though.
I think he has only had two, maybe three bad games. He still gets everything he gets off hustle. We don’t run things through him. And all of his play at the three has taken away offensive posessions from him.

Are you kidding me? Go look at his shooting percentage and realize he creates his own shot.
And he plays on the perimeter, but he was third in the league last season in free throws per minutes played. As a shooting guard. There are things you can knock about Kevin Martin’s game, but his ability to carry an offense isn’t one of them.
If he had someone to create open threes for him, I bet he would shoot about 50% from threes alone.
