According to Tony Jones of the Athletic, Clarkson was a major focus for the Jazz this offseason.

The Jazz have made it clear that they are looking to pick up where they left off last season while shoring up their weaknesses. Bringing Clarkson back is one piece of that puzzle.
Last season the Jazz’s season turned around after Clarkson arrived. His high-volume, efficient scoring was a big reason the Jazz’s bench improved.
Now, with a 4-year contract in hand, Clarkson can continue his role as a scoring 6th man and help the next season with team that will likely be improved along the edges.
